I don't see how the float function is helpful. With the control lever in the detent position the outside end of the mower will float up and down with the contour of the ground. But, the inside end of the mower does not float because it is attached to the extend arms and they do not float with the contour of the ground.
Can someone explain what I am missing?

Does the inside edge have ability to move up and down? If yes does that part of mower require another function to “float”?

What brand and model do you have ?

The 3pt flail requires frequent adjustments in uneven terrain for height and tilt and speed. It's a fine line between a close cut, bogging down, and mowing dirt. Too much ground contact will burn up the belts.

3 pt arms on the tractor do not have hydraulic down pressure. Weight and gravity helps keep the arms down. So driving over a stump, will allow equipment attached to the arms, to raise/float upwards. A post hole auger will not dig down in hard soil, because it doesn't have down pressures. Similar with the flail mower, or even a tiller etc. Fine adjustments with centerlink and 3 pt arm heights aid in how much the equipment floats in its positioning.

My flail just floats along behind when the the lift handle is down completely. Weight is on the roller with front of skids about one inch up, accomplished by the hydro top link. Of course it's not a ditch bank flail so perhaps they work differently?

No they work the same in that respect, with the rear roller carrying the weight of the mower the lift arms will allow the mower to float.
