If you remove that cap on top of the injection pump and work the shut off cable in and out you should see the rack moving back and forth in the pump, if not then it is stuck or the linkage may be off the shaft on the back. Also the fuel feed pump could be bad. You can try disconnecting the supply line at the pump or just open the vent on a filter and crank it to see if it pumps fuel. The feed pump should produce about 20 psi of pressure.
