Ok that makes sense so here is my take. The battery is bad AND the Alt is not getting enough voltage for the exciter coil to kick on OR not wired correctly for the exciter coil to excite the alt to charge. Sometimes the alt needs a blip of the throttle to spin fast enough to excite. Those old tractors spin slow at idle and the smaller pulley on the alt needs a some RPM to start charging.
