Engine will not turn

I have a "new to me" MF-35. The fellow I bought it from said he ran it last about 8 months ago. I pulled the plugs out and they actually looked all right. I tried to turn it over by hand, would not budge. I put it in 3 gear hi and tried to rock it, no budge. What is a good mixture to put into the cylinders to free up the engine???
