First, check the dial you use to set the deck height, that may be set to the highest setting.
Do you have the mechanical lift or the independent? If it's mechanical, do the 3PH arms move? If it's independent check to see if your hydro connectors are clean.

Also check the round knob that controls how fast the 3PH lowers, it may be closed.

Ya gotta pull them little black roundy wheels up colser to the deck so they don't hit the ground

Real funny JK, Real funny!
In this last year my mower deck failed to go down for all of the reasons stated by the obviously experienced owners in this thread. One time the deck failed to drop when the deck adjusting knob was turned to the lock position, and once when the hydraulic valve that adjust the speed that the 3 pt hitch/mower moves was in the shut position. But the "little black roundy" things haven't fowled me up yet. But, give me time and I'm sure I will.
