Update to update:
After yapping around with electricans who would show, not do the job, not show, yadda, yadda, my BIL came out with a circuit tester and fresh thoughts. I explained what was going on, what was now working.
We got the circuit back together, and wouldn't you know..... everything works.
Well, that was baffling, I did an immediate check of all the GFI's and found one was dead.
We suspect it was failing during our initial troubleshootings. Once the circuit was divided, it failed completely. When the circuit was back together, it was dead.
Such fun.
