Then the needle valve isn't seating properly and must be removed and cleaned. It does open and close Right? Sometimes the linkage from the seat pan to the valve corrodes and becomes inoperative. I use mine all the time depending on the weight of the implement on the 3PH to control the drop rate. It has no effect on the raising of the 3PH, only the drop.

I'd start by cleaning the needle valve as that is the less intrusive way to go.
Think about it. The flow control valve will only hold the cylinder if fully closed. If it's not fully closed, the position control valve holds the 3 pt in position set by the lever.

If the flow control valve is closed and the 3 pt still drops, then the issue is bad seals on the piston. Even if it wasn't fully seated as you say (extremely unlikely to happen), the cylinder wouldn't drop as long as it had good seals.
