Pet Gear does make a model for big dogs, up to 150 lbs. Doesn't look any more off-roadie than ours though.

We walk about 800ft on asphalt and about 1600ft on gravel. Hence looking for something with a more robust tire.

Realistically, I could put a dog bed in a kids wagon and pull her along.

We have two "Gorilla Carts" for things around a farm and they might have what you are looking for. They have stake pockets so if you want higher sides you can add whatever you want. There are different versions and sizes and some with pneumatic tires that are great over off road or gravel things. They need air a couple times a year but give a nice ride. My small, older wife has pulled them full of rocks over the rough terrain of big roots and woods with no issues.

There is the new Costco version with larger diameter air-free ties that looks like a winner and no air needed but I don't know about ride quality. I suspect it's fine. I do know these carts haul all kinds of weights for us and are very gentle on the load, easy to pull and maneuver and bulletproof. I think they'll haul 1000?-1200? lbs but check me on that.

As mentioned, there are different models and the higher up, the deeper they are. Here's a clip of the Costco version that looks the same as other top-end models but it has no-flat ties. I've seen them with larger diameter tires as well.
