Check fluid level on dip stick. Check hydro filter on tight with good seal. Check quick-disconnect fittings.

Sounds like an air leak from the suction side of the hydraulic pump. Where it sucks fluid from the tank to the pump it is also sucking in air. If this was a Kubota L3400 I could tell you exactly where to look. Since it is not, I cannot tell you where to look, but this is what I think is wrong with it. it is sucking air.

Fluid should not be foaming. What fluid did you use, how much did you use? OEM filters? Hours on tractor? What year tractor? Give us more basic info. DID you do the filter and oil changes?

I don't have a manual for your tractor. But looking at similar schematics, it appears that the hydro pumps suck the oil through the filter. Hence, any air leak at the filter (bad gasket, debris, etc) could produce your symptoms. Might be worth checking. Other potential leak points are under positive pressure so less likely to suck air.

Great! How did you find the location of the problem? This could be useful info for others, too.
