We do have a gravel bed under the slab.

In that situation, a trick one builder used was to drill a couple of small holes in the trap (gooseneck) of the basement floor drain to allow water to migrate from the gravel to the drain. It worked well.

I wouldn't suggest telling the building inspector however ;-)
