Disengaging PTO engine off

New Holland TC30
My daughter was brush hogging last night and turned off our NH TC30 with the PTO still engaged. I can’t get the lever to disengage with the tractor off so it’s not starting. The clutch is in when I’m trying to disengage but it’s not budging. Will it disengage with the engine off (clutch in)?
