Crack open the plastic bowl where the filter is housed and see it if it will have fuel start running out. If you do you should be good to go.

Tank to filter on these is gravity fed. Hopefully when you reinstalled the new filter you had the bowl filled to the top with diesel. Most of the time when I change the filter on mine I never even shut off the line I just let it run then let it use it to flush out the air before completely tightening it down.

A little trick to get the engine to re-prime is take the air filter off and take a spray bottle and fill it with diesel fuel. You might need to use ether to get it to initially start. Have it at about 1/3 throttle and crank to start. When the engine starts to die out spray diesel right down the air intake until your tractor regains RPMs. Once RPM stabilizes put it at wide open throttle to get out any remaining air bubbles in the lines.

Something is seriously wrong as these tractors are designed to be self priming. I've run my 4410 out of fuel several times and have had no issues getting it started again. Usually it'll run and then stop about 2-3 times after refilling with fuel. After that your good to go. This is all without opening any fuel lines.

And then to finish this off: Pretty simple fix: I removed the fuel filter unit, took out the on-off valve, there is a nylon rolling bushing in there. It was frozen in place. A little WD40, a little air in there, a good screw driver, I freed that up. Put it back together, and the tractor runs fine. Must remember to PUSH that valve IN when turning it open/close, so it seats well into the slot of that bushing. If I had not been able to free up that bushing, I'd have had to do what the other commenter here did, and buy a new filter unit - $60, at least

By the way, the way I tested this was with a plastic bottle with a nipple on it, with a small air hole in the bottom of it. I put fuel in that, poked it into the fuel line going to the injectors, turned it over, and it started and ran. So, yeah, it had to the filter or above.
