I wonder if Hoye's new owners want to sell only stocked, new (or replica) parts, and aren't interested in tearing down the old stuff out behind the warehouse.

Yea it could I guess. There has to be one out there. Shouldn't be that rare.
I'm sure that there is one out there, too. You might look in the manual and start trying to match the part number(s). As @bmaverick points out, there are salvage folks around.

Welding has advanced over the years, and parts like that can, in general, be made whole by a talented welder. Sometimes the cost is less than the shipping, but it depends on your local talent pool.

When Aaron was in charge I never had a problem getting a price or used items. That may have changed though?

Any pictures of the broken part?
Likely similar to this brake cover on my slightly larger YM240 (YM2000), same era.

In this photo, the brake cover is to the right of this opening where the right axle should be. (I had to replace the broken axle housing, described in this thread).

Seems to me that just brazing the pieces back together should be a sufficient repair.
