I guess I am just dumb but why do you want to cut open a used oil filter?

I was wondering the same thing.

I use a filter cutter. Do a quick search online, there are many to be found. The one I have is made by Caterpillar Engine.

Why use one. So you can see if there is anything trapped in the filter media. I cut open all oil filters, mine and my customers. I cut out a wide piece of the filter media and squeeze out the oil in a vice and check for metal particles. I can check at the time I am servicing the vehicle/equipment and don't have to wait for the UOA to come back.

And a bit more of an explanation why... My Power-Trac was used. Left to sit out for a number of years. It was restored,, but in the first few days of operating it my filter clogged twice. This latest filter has gone fine. But I want to cut open the filters and just confirm it was sludge loosening up and coming free.

I have made it a plane to check the filters on my old car every 10K miles. For a while I will cut open every tractor filter I can...

We use filter cutter on our planes. I know you can find them at Sporty's Pilot Shop. Do a search on "Sporty's Pilot Shop", once there, search again for oil filters and you will find the cutters. Anything to do with planes aren't cheap though, so you might want to shop around

None of the good filter cutters are cheap. Nothing good ever is. :)
