I have a shop with a concrete floor. When I had it built the floor is too low in relation to the ground outside and it sometimes gets water under the doors. Is it possible to pour another floor on top of the existing concrete to raise it about an inch? Or would this be too many problems for little gain.

IMO you wouldn't be able to go only 1 inch unless you had some super duper polymer modified material which would cost an arm and a leg.
depending what your driving on it you might get away with 2-3 inches of cocrete, but depending on your local you could get a frost heave near the door if the water that gets between the old and new layers freezes.

Best bet if the topography allows is lower the water level outside with a gravity drain.

I agree. Can you make some grade changes outside that will help carry water away from the building? Or, add drain tile, with gravel, all the way around? How about a trench drain in front of the doors?

Trench drain is what I would do also.

I agree with everyone else. Change the grade or make a ditch outside. When I was a kid I helped my uncle with a problem like this. When I say help..I was a grunt boy. We dug around a house and layed down plastic and filled it with gravel. On one side of the house there was a low spot that we routed the water to.
