Welcome aboard. Googling shows a few places you could check. There are places that have parts available in the US (assuming dvla is Department of Vehicles Louisiana)./ There are European dealers listed as well as Iseki's corporate site. The "proof of year made etc." should be easy with regard to the year made, but without knowing what "etc" is, hard to say.

Welcome to TBN.
Check your state see if you need tractor moving sign attach.

You could begin by finding out if you even NEED to register your tractor for the road. In many states it's not required or even possible as tractors do not have titles or many of the features required of on road vehicles. They are usually on the road only to go from one job to the next not as transportation.

In Indiana, my understanding is that tractors can be on the road as long as they have a SMV triangle or some kind of flashers on the rear. Farm vehicles actually have the right of way here, I believe.

when I was getting insurance on my tractors for running them on the road to town the story I recall was all i needed was flashing lights and an SMV triangle. This is in PA.

EDIT TO ADD: No license

Almost but not exact. Any farm equipment on state highways must display the SMV and flashers, yes, on county roads your right about right of way; however if 7 or more vehicles are behind the SMV, it must pull off the state highway at the nearest safe spot and allow backed-up traffic past them. I know dad was ticketed for that about 300 yards from where he had to turn onto our county road, but he had kept going for a mile past a large turn-out with about 12 cars following.
