The drawbar will only be weakened by a weld across it. That is also why to never weld across a car/truck/trailer frame...like when installing or repairing leaf springs.
The user will have to evaluate how to deal with such a drawbar and the circumstance under which it will be used.
Actually, my preferred way to hook up clevis-style implements or trailers is by using a cross drawbar across the lower lift arms of the 3PH. They come in Cat 1 or Cat 2.

Good way to flip a tractor over if you don't know what you're doing and raise up the 3 point above the axle centerline. Of course you could get the lock that manufacturers suggest but no on installs. These are good for small Hp and low load.
