Cleaning engine panels

Ok ive tried most everything.....wet sanding....rubbing compound....polishing compound....how can i make the yellow panels white again?

If you've tried rubbing compound it appears the existing paint has changed color over time - not uncommon. That being the case Richard above has the answer - prep the surface and paint it.
