Well, Bird, you know most people aren't trustworthy. Once the county comes in and does an inspection, how can they be sure you won't use that old well again? The only way for the bureaucrats to ensure compliance is to condemn the old well and have it filled in. You would also have to see these guys in action. Three person field team, they seem to travel to all of the job sites together. So, if they're on a job site, unless it's your job, you have to wait for them to come back or be sure and show up first thing in the morning before they go out. A couple of my friends and I think they share a brain and that's why they travel in a pack!

Same rules apply out here. You cannot get a permit for a well that is for watering and such. If you could prove some sort of farming or agricultural business then perhaps - but for any single household it is strictly forbidden.
