Rubber rotting that covers the control valve assembly for the attachment. Is this a replaceable part?

you have given us the bare minimum of info.
depending on year (not given), tractor attached to (not given, signatures do not count), and the valve body maker (prob Nimco) none of us can actually tell you with the info in the first 2 posts on this forum you have given.
with that being said I suspect its a Nimco CV126 body and from parts lookup I SUSPECT it MAY be built into the SL158930 cover panel
but a dealer, if you have that actual info, would help you better.
