Can the Rim be flipped and bolted back into the wheel to gain a few inches of clearance for snow chains?

I think you are probably right. Leave the tires on the same sides - just flip the wheel centers. Looks like you will gain a few inches. Now that's if the center CAN be flipped and rebolted. If your rear tires are filled with fluid - be VERY careful - they will be very heavy. I don't see any bolts between the wheel centers and the outer rims. Unless they are bolted - its a lost cause. Example - if the center is welded to the outer rims - its a "no deal".

Those are welded pressed steel wheels. They are already set to max. width.

Rear wheel spacers may be my only option here then.

Can anyone refer me to someone online who makes wheel spacers?

There is a fellow named Elmer Haug. His number is (785) 587-3248. He operates a tractor repair and salvage in Centralia Kansas and kind of specializes in case. I do not know for sure if he does the industrial stuff or not. He may have something or maybe able to point you in the right direction. Just Google Elmer' s Repair and give him a call.
