I believe the lower links (lift arms) he is talking about are the vertical arms that attach the lower lift arms to the upper lift arms. Extending those will allow for the lower arms to move lower but they will not raise as high as before. By keeping the top link constant and allowing the arms to go lower it provides a more aggressive angle of attack for cutting/digging implements - i.e. box blade, subsoiler, plow, etc.
