I believe the lower links (lift arms) he is talking about are the vertical arms that attach the lower lift arms to the upper lift arms. Extending those will allow for the lower arms to move lower but they will not raise as high as before. By keeping the top link constant and allowing the arms to go lower it provides a more aggressive angle of attack for cutting/digging implements - i.e. box blade, subsoiler, plow, etc.

Here is what I typically have my customers do when there are questions about what working length to get. With that measurement, I try to have the cylinder so that it will retract 1/2"- 1" more than it will extend. Overall this is a pretty good gage as to what you need. Everyone's needs are a bit different, only you can make the decision as to what will work the best for you. Here is a link to a different supplier that has several different working lengths in stock.
