It doesn't look like the Massey or International discs I've seen, or deere or most others, fixed angle wheel discs aren't common from what I've seen at auction unless they're cover crop discs...
That said, I'm not sure what's going on, if it's loose where the strap is and if discs are loose you likely need a new bearing housing, from the looks of it it's plain bearings. As crazy as they look they're pretty common and cheap at I think Messics and Steiner or something, I don't remember... Most discs don't have "snap rings", everything is held together by the nut at one end of the shaft, if discs are loose that nut has worked loose or something in the middle is broken like a chipped spacer or bearing casting. Usually the bar the discs are mounted to is square, finding that square size is the key to ordering replacement parts, most of them are generic...
My brother got a 14' wide disc that had two bad bearings on one gang, these were ball bearings, stuff was loose too, after like $75 in parts we got it fixed and put back together, kinda a pain involving a giant chain wrench, big pipe wrench and big adjustable wrench and hammers but we got it done...
