I said in an earlier post that there did not appear to be any rebar in the concrete in the spillway. Apparently there is some but from this picture there doesn't seem to be much of it. I'd expect to see a lot more. Yeah, I would expect something 5 feet thick. Concrete freeway road beds are thicker than that. Looks like a residential driveway. Wasn't even pier'ed

You cannot construct a spillway over permeable material and expect good results. I believe if the earth behind the spillway had been 100% compacted clay, there wouldn't have been a failure.

Oh, I don't know. They construct bridges over AIR and they seem to hold up pretty good. It's all a matter of proper engineering.
