I have replaced the solenoid because it was bad. When I turn the key, nothing happens except for the headlights turning on but when i short out the solenoid the engine turns over. I am just wondering if I have it wired correctly or not.

Could be the key switch contacts.

Do you have a volt meter to see if you are getting juice into and out from the key switch and on to the solenoid?

You are sure there is no "click" from the solenoid when the key is turned to start?

Many solenoids take juice from the battery wire via a small jumper wire to the solenoid body. then the key switch provides a path to ground, energizing the solenoid.

I bet an internet search for your tractor's wiring diagram would turn up all the details.
