The bent fork was the right one and it was bent down. I heated the metal close to the plate and then rotated the fork down into the cement floor applying pressure on the right fork with the tractor weight. Then took a 20lb sledge and hit it from the top. Came pretty close to level.
Thanks to everyone for their advice, was easier than I thought.
