BCS 852 tiller problems

Clutch won't seem to disengage. Clutch cable pulls tight but to no effect. Someone suggested that after sitting unused for a while with clutch engaged - as in storage for a long time - clutch discs, cones or whatever is in there may rust/corrode together. Any comments on this?

What engine do you have and what is the year of manufacture ?
