I have an 11 foot Kub (Bradco) backhoe - big as CUT hoes go, but it is still not big enough to dig out 18" white pine stumps easily. Best tool for it is a commercial TLB with size and grunt enough to reach behind the stump, breaking off the roots underground. It's fast, and what rolls out is a reasonable size for burying.
For commercial use you are absolutely correct but for a homeowner willing to dig at a stump for a few hours, even very small 6ft BHs are capable of getting the job done. The ultimate challenge is not the BH but the ability of the tractor to lift or drag the stump out of the hole.
