B7610 will not start/PTO won't shift to neutral

The reason it won't start is because the PTO isn't in neutral.
Is there anything connected to the PTO?? A load (drag) against the PTO can prevent it from shifting.

You could try working the PTO shaft back and forth with a pair of channel locks while someone tries to release the PTO lever. Something has to be stuck somewhere. If that doesn't release it then the transmission case will most likely have to be taken apart.
The alternative (not recommended unless you know what you are doing) is to override the PTO neutral switch to get it running then try to work the PTO into neutral.
