B7600 tranny fluid change

So I followed my manual at least I thought I did when draining the fluid. How many drain plugs are there on a b7600? I saw 2 and replaced the filter. When I put new fluid in, the entire dipstick is full of oil. I know it is suppose to take 4 gallons, I put 3 in and it is still too full.

Don't forget any hydraulic systems have fluid in them that didn't get drained out.
