B7500 true hp?/mower width

My owners manual rates the B7500 at just under 16kw gross (21hp).
Why does the motor tag thats under the muffler, rate this engine at 17.5kw which is about 24 hp?
My dealer also said that I can indeed run a 5ft bush rotary mower as long as I keep my 302fel on for counterweight. I have no trouble with the bushhog squealer(high weeds/brush). Kubota underrates for safety, weightwise.

Kubota uses that engine in other stuff and probably sells it also to outsiders--even a rumor JD has been looking into Kubota engines. The rating on the tag is for max design RPM, the govenor on your tractor essentilly derates your horsepower. Glueguy showed some graphs way back that show this. For example the engine used in the BX2200 puts out 22 horses at 3200RPM but when used in the larger and since eliminated deluxe B1700 (B1700--B2100--B2400 series) the engine was rated at 17 horses at 2600RPM--exact same engine!!!!!!!! I would not recommend messing with your tractor to get more RPM. J
