B3030 fly wheel

Top of my B3030 engine there is what looks like a pump of some sort. The belt moves constantly, but the flywheel attached to the pump only runs periodically. Is this an issue of is that correctly operating ?

If you have air in the cab, then thats way it works. If you don't have a manual for your tractor I would be getting one.

Leejohn is correct.

The A/C compressor clutch is cycling on/off.
The cycling is controlled by a temp sensor on the evaporator overhead.

At least your tractor is operating correctly!
I was hoping you were not posting another "my tractor hates me" issue!

I thought that was correct, I just hadn't seen it in a while. I smelled something hot and that was the first suspicious thing I saw. Thank you for the replies.
