B2920 3ph not lowering at first 'stop'

Recently my 3ph is not lowering until I move the lever to the bottom 'stop' (the fast lowering position). It won't lower at all at the first 'stop' (the "inch it down" position) It raises fine. I've tried turning the flow control knob all the way on and off and it has made no difference. Any suggestions how to fix this?

Does it have the adjustable lower stop? Can you loosen the nut and adjust it? Perhaps it slid too far forward/down, and needs to be moved rearward a bit.

Does it have any weight on it? When you use the lower position does it lower fast like its suppossed to, or inch down in that position. Maybe some kind of adjustment in the lever. if it lowers fast then maybe check to make sure your flow control knob is actually working, they're very easy to strip
