B21 Tierod Dust Covers?

I'm replacing all four dust cover on my B21. They are all torn. Been that way since I bought the machine used. My question is do you fill them with grease or is it a dry joint? Could not really tell if they ever had grease in them. The ball joint is still tight on the lower three so far. So do I pack with grease. And any tips on getting the retension clips back on?

Where did you find just the rubber dust covers? My dealer will only sell the tierod end and cover as an assembly.
