Pretty well everything goes on pallets. That way I can store them right in front of each other (I have limited flat storage space) move them to clear snow, set them just inside the garage to work on them (low door, tractor won't enter).
Someday I'll get the edges of the quanset hut cleaned out. Right now (and for the past ten years) I've just got a 10' path down the middle, full of skids with things like generators, logging winches, snow tires, skidoos, ontboard motors etc. Only takes ten minutes to pick up all the pallets and get to the far end. In winter my boat is back there, in summer its the skidoos....
Our weather might change from -30C to -5C (or +5C to +15C)over 24 hours. When it does anything made of steel gets covered with frost (condensation) A tarp just keeps it wet....

Before I had adequate storage, I set a cheap piece of plastic down first and then a pallet and tool next.
Sometimes I would also cover with a tarp. If no tarp under the tool I would not cover it since it traps the moisture.
I have seen guys spray the tool with diesel fuel as well.

As WoodLandFarms noted, as a "gentleman farmer" I keep everything I can under cover. When I farmed we kept our tractor under cover to have a dry seat for the daily use of farming or feeding livestock, but our equipment sat outside and on the ground. Our renters have a big no till planter and other equipment "stored" in one of our fields right now.

Another vote for pallets. They are generally free and let you move equipment with forks or a pallet jack. They also keep the equipment out of the mud so they wont get frozen to the ground in winter.
