You may already know, some types of bug shields on the front will cause this vibration. I put one on one of my trucks and the mirror became useless. I took it off, and no more problem

Where mounted presently?
Generally a mirror needs to be attached to something solid like a roll bar or FEL post.
On a fender or on the engine hood expect vibration.

A layer or two of rubber where it's mounted will dampen the vibration effect.

The first picture better demonstrates what I did; a gasket cut from a rubber floor mat = zero vibration on my mirror. (despite the green paint-job & JD logo, this is a 'jury rig' mirror)

You need to change the resonant frequency to something that doesn't match a oft-used engine speed. Sometimes a little weight attached to the mirror is all it takes. I've shot foam into the cavity behind the mirror and that has helped.

Might add that the longer the supporting arm is the more likely vibration will occur.
The arm length vs the RPM could possibly result in harmonic vibration as well.

Back in the 1970's when I was running my '59 Harley one of the shops had a poster on how to reduce mirror vibration.
Mount the mirror on the garage wall.
