Fed DOT laws state that you can have a load extending no more than 4' from the taillights. where I work we commonly carry loads on a trailer with more than 20' overhang, we have a lightbar straped to the load no more than 4' from the end... flags can not replace the lightbar, I was riding in a truck thats trailer was rearended with just a flag and the 1st thing the officer asked was where is your lightbar.

I've always heard you can have 4ft hanging out the back and be legal. After that, you'll probably open to debate with the officer that pulls you over. What I'd worry about is if they say you cannot continue driving with the load and you cannot leave it there. Things could get real expensive if you have to hire somebody to come get it from you on the side of the road.

I own a set of those lights for personal uses. they tended to fall off the fenders of my utility trailer.
One of my coworkers was pulled over one night for not having a light on his trailer he only had a flag and anouther truck following "closely". the DOT cop was concerned that someone would hit the trailer... so the driver says to the cop that he was tailgateing so no one would hit the pole... officer said "I will pretend that I did not hear that, if I were you I would get back in your truck." lol.
