So going threw old post the common conclusion is either dirt in the needle valve or a float that is stuck or needs adjusting
NEW carb and both the screen in the carb and fuel filter are good.
Now I was messing around with the throttle and it's possible that I flooded the carb bad or is there something wrong here

If it dripped for just a few minutes, I'd say it was flooded. If it drips constantly after a long period of time, I'd say a stuck float, or needs adjusted.

Make sure your fuel tank is clean of rust and debris that could cause problems in the carb.

ditto. overuse of choke will make em drip for a bit. if it continues dripping. check the flaot and needle valve

check the needle tip and see if the rubber is damaged around tip anywhere, if it is not seating it will allow fuel to drip past, also check float adjustment.
