8400 low hydraulic pressure

I have an 8400 JD that is only putting out 1800 psi hydraulic pressure. The specs call for 2900 psi. The pump has been replaced with a reman pump. Can the pump pressure be adjusted and if so how is this done? I will be checking pressure and flow at the remotes. What other problems could be affecting low pressure? Thanks!!

I suppose the hitch relief valve could be faulty. I see what I think is shims but they appear to only be available in a kit that's too expensive to experiment with.

There are 2 different pumps that can be on your tractor. Do you know if the pump is 57cc or 45cc? The adjustments are different on each one.
