The lever -might- be to unlock access to use the creep, ultra low, range. But that's mostly a guess based on reading stuff here.

ding ding ding, you are 100% correct. It is the Creeper gear.

How to activate it.
- Place the PowerShift into neutral
- push in the clutch
- push the gear selector into 1st
- now flip the creeper lever and push-wiggle the gear selector further forwards in 1st
- The YM2610 is now in creeper mode

You can now operate the machine via the PowerShift. Howbeit very slow moving!

Why use creeper gear? It is PERFECT for pulling fences tight! It goes very slow, enough to control the loose to full tension needed on a fence.

Yanmar roll over special right there! But pulling Fence post out of the ground. No safety features back then on it that's for sure.
