685 pto will not cut off

I bought this tractor after someone replaced the clutch, after fixing seals in the front drive shaft to keep transmission fluid in, the pto turns all the time and the lever isn't doing anything. it turns at full power and I'm sure if something leaked off while I had the front drive shaft cover off putting in the new seal. the left break is now not working either. I hope someone can help me out hay season is almost here!

If the pto is running all the time then either it is getting oil all the time or the clutch pack may have been slipped and the clutch plates have welded up

It needs pressure testing as shown in the service manual!! Is itan IH or a Case IH machine??

Brakes are an easy fix but can be awkward to bleed out ??
