When you say "surging vibration in the tractor" are you speaking the engine vibrating? Or the tractor? And does the vibration change when the RPM's are changed?

I replaced my three piece rod assy. with a one piece 48" long and 1" diameter rod from a machine shop for $15 and it has worked perfect for seven years.

Yes that's it...round bar, i had a welder repair the bracket and beef it up with extra metal, when i replaced the bar put it inside a 1-1/4 pipe

On your steeringproblem.....Look at pic....no 9 broke and it is preset to the silinder.......remove pin 10 by using a hammer and a pinpunch. Then replace no 12
