52 Ford 8 N

Justintro have a 52 Ford 8 N after tearing all the sheet metal off last year cleaning out the gas tank painting it and replacing fuel bowl new exhaust gaskets and general cleanup it ran fine for awhile now it doesnt reve when under load guessing govenor is ? anyway just hello any ideas welcome
