5103 3 Pt Hitch Stuck in Raised Position

My 2005 5103 3 pt hitch will raise but not lower. Levers are all in the correct position. Any ideas?

Have you checked the rate of drop knob for the 3PH to make sure it is open?

Yes, it's hidden underneath the seat and it was open

I have a 5203 that the 3 pt doesn't lower until I put some weight on it. I have messed with the return under the seat so I may have messed with the ability to lower with out weight. I need to check that out. If this is not the case, I need to know that also.

Took it to John Deere and they removed the seat then removed the arms rate of drop valve. The valve was cleaned, sanded lightly, and greased.
