I found the chart (see below), as Artisan and EagleTDL suggested.

The chart seems somewhat strangely laid out and confusing, at least to me. It isn't clear to me if the sizing designations in the chart at the top refer to the nominal diameter of the bolt (as would conventionally be the case for identifying metric hardware) or to the head of the bolt (as the bolt heads are identified below the the chart).

The bolt heads at the bottom of the page measure approximately 11mm,13mm,16mm,19mm,21mm from left to right.
Note that M8 is not included in the range of bolt heads, but is included in the chart at the top.

Also, the front axle drain/bleeder bolts on my machine are labeled "7" on the bolt head.

Does the tractor really include both SAE and metric hardware?!

I'll pull one of these bolts this weekend and see if I can come to any conclusions regarding the measurements.

I sent an email to Kubota on this question, will post any info I receive.

Not in my '04 BX23 manual. Only shows up to a 16mm bolt. The transmission hydraulic fluid plug is 17mm. Mine was leaking, so I replaced the washer/O-ring. Now the new one appears to have a very slow leak as well. I'm worried about over tightening it and stripping it. Not sure what to do!
