Rotary Cutter 5 ft Howse cutter gear box smooth input shaft

Does the shaft on the gearbox turn with the shaft or does it seem to stay put? It sounds like shear bolt missing or output shaft might have worn splines.

Im saying the shaft that runs from the tractor PTO to the Mower gearbox spinns... but the blades do not move

You sheared the shear bolt.
