Comparison 4000 twenty series

Is the only difference between 4120 through 4720 horsepower and a few options? I like the ePTO on the higher hp models, but if I got the lesser hp models wouldn't it be basically the same, just working at full rpms?

The difference is fuel economy, and noise. If you need all the HP the tractor can give, then e-pto won't buy you much. For many jobs the degraded HP is enough.

PTO horsepower requirements should dictate your purchase - buy according to what implements you will run. If all you are doing is loader work, they all weigh the same and the 4120 I had would run out of traction long before horsepower.
