The two outside arms on my 3pt won't go up or down. Slide the levers back and forth and nothing happens. I believe it is all the way up, but can't get it to go down. I tried standing on it to see if it needed weight but still no luck.

A few more things, the loader still works fine, I tried adjusting the lock out knob with no change. It is a YM 1720

I tried both the levers but didn't seem to make a difference. I'll make sure the inside one is all the way forward

Pretty sure you have draft linkage sort of under and behind the seat. Probably one lever back there with nothing attached to it. You can move that lever by hand and cause your lift to move. That is is everything is working as suppose too. It is there to attach a cable from a tiller but really no use to you. Just make sure none of that linkage is bent or bindiing.

I had this exact same thing happen not too long ago. The culprit was a slightly loose power beyond cap on the loader valve.

Look for a knob under the seat, It will turn a stem screwed into the front of the lift cylinder/housing. If it's screwed all the way in, the arms won't drop. Most tractors have this in one form or another.
