3-Point Hitch 3pt Arms

I went to connect my Bush Hawg this morning and The arms won't lower at all. I did raise them from there lowest point to the top and now they are inop.
Can anyone help me, before I call the maintenance guys.

Try turning the knob under the seat. It locks the 3pt and controls how fast it goes down.
