345 starter engaging when key is on run

I have a 345 and the starter is engaging when I turn the key to the run position. I hear a buzzing from the circuit board located by the battery. I am wondering if I need to change that entire board or the ignition?

The switch is probably cheaper than the board. I think I would start there, but it might be two wires shorting together.
